IAFPD Legislative Platform


The Illinois Association of Fire Protection Districts monitors important legislation that may affect Illinois fire protection districts. The Association has and will continue to work diligently to maintain good working relationship with both sides of the aisle.

The 94th Illinois General Assembly re-convenes on January 11, 2006 and is planning to adjourn by April 7.



LEGISLATIVE ISSUES FOR 2005-2006


HIGH PRIORITY ISSUE

The legislative issues the Association will be pursuing are, but not limited to:

PRIORITY ISSUES

Section 7 FPD Act - Amend Section 7 to bring requirements in line with other governmental units by deleting the requirement that the annual budget and appropriation ordinance be published.

Property Tax Code “PTELL” - 1. Amend PTELL to remove pension levies and tort liability/insurance premium expense from PTELL jurisdiction. 2. Remove the index and set the amount of increase to 105% of previous extension.

Section 16 FPD Act - Amend Section 16 to require notification of the trustees of any district subject to losing territory by a disconnection under Section 16.

ILCS 50 750/1 “911 Fees distribution” - Amend ILCS 50 750/1 to require a proportionate sharing of fees

Increase General Corporate Fund - Amend the FPD 70 ILCS 705/14Act to allow the residents to vote on increases up to .60% of assessed value and allow for rate limits to be set by referenda beyond the .125% level at any rate approved by voters.

Impact Fees - Enact legislation to allow Fire Protection Districts the statutory authority to implement and collect impact fees.

Section 22 FPD Act - Amend Section 22 of the Fire Protection District Act to add “emergency medical services” to the language in the section so that it will be clear that services other than transport may be funded by the voter approved levy under this section.

Section 15.4(c) of the ETS Act 50 ILCS 750/15.4(c) to provide payment to volunteers that man remote telephone switching facilities when the dedicated 911 lines are down.
